Pembroke Park at a Glance
Manufactured homes first
Census ACS estimates for 2020 to 2024 put 53 percent of the town's housing units in mobile homes. In a typical manufactured home the supply and drain lines run through the floor cavity, which changes how a leak shows itself.
Mostly renters
About 68 percent of occupied units are rented. A tenant usually makes the call, and a landlord or park manager has to say yes to the repair.
The line stays open
Nights and holidays get the same answer as a weekday noon. Emergency dispatch available around the clock reaches Pembroke Road, South Park Road and the streets between.
Built in 1978 and Earlier: Trailers, Apartments and Quarry Lakes
The median home in Pembroke Park was built in 1978. Mobile homes are 1,976 of the town's 3,698 housing units, or 53 percent, and 31 percent of units sit in buildings with five or more apartments.
Detached houses are only about 4 percent. So a normal call here is a trailer water heater, a failed shutoff under a sink or a stack backup in a 1970s apartment building. It is rarely a ranch house on a slab.
The town grew on land once used for nurseries, rock quarries and mobile home parks, and about 14 percent of its area is now water, mostly old quarry lakes. Warehouses fill the industrial parts. Newer apartments and villas sit on the western edge. Each type has its own pipes, so we ask what you live in before anything else.
| Housing type | Share of units | Typical call | Where to read more |
|---|---|---|---|
| Mobile home | 53 percent, 1,976 of 3,698 | Soft floor, failed water heater, supply drip under the home | Leak detection, water heater replacement |
| Buildings of 5 or more apartments | 31 percent | Shared stack backups, no hot water for several units | Sewer line cleaning |
| Detached house | About 4 percent | Toilets, faucets, one failing fixture | Toilet and faucet repair |
| Warehouse and shop space | Not counted as housing | Floor drains, restrooms, water heaters | Commercial plumbing |
Tenant, Landlord or Park Manager: Who Calls and Who Approves
Sixty-eight percent of occupied units here are rented, 1,685 of 2,477. If you are a tenant with water on the floor, shut the valve, call us, then tell the owner. We will ask for the owner's or manager's name, because we need someone who can authorize the repair.
Landlords and park managers want three answers: which unit, what failed and whether it can spread. In a park, one cracked sewer lateral can back up several lots on the same run, so say how many units share the line. Sewer line cleaning from the nearest cleanout often settles the question.
We cannot decide pipe ownership by phone. The park's records, your lease or the Town can say who owns the pipe between the street and each unit. Our crew will fix what is on the unit side and report the rest.
How Mobile Home Plumbing Differs From a House on a Slab
In a typical manufactured home, water lines and drains run through the floor cavity under the living space. A leak can soak insulation and the subfloor before any stain reaches a wall. Spongy flooring by a tub, toilet or water heater is the signal, and leak detection with listening gear and a moisture meter finds the source without opening the whole floor.
Water heaters sit in tight closets, and the T&P valve discharge pipe and venting have to follow the manufacturer's instructions. Water heater replacement is permitted work in Broward. Ask the Town's Building Department whether a mobile home follows the same steps, then call about water heater replacement.
Pembroke Road, the C-10 Canal and the SW 25th Street Project
The town takes its name from Pembroke Road, State Road 824, and I-95 Exit 19 brings you in. Stormwater inlets drain through pipes to the C-10 canal, and the Town's sewer division runs its own sewer collection.
The Town's SW 25th Street stormwater project started in October 2025. It upgrades pipes, adds a pump station and is due to finish in October 2026, with closures along the street and on Park Lane between SW 25th and 27th Streets. Give us your cross street when you call so dispatch can route around work zones.
In mid-June 2024 three days of heavy rain brought flood watches and evacuations to parts of Broward and Miami-Dade, and a news report was datelined from Pembroke Park. If rain pushes water up through a floor drain, shut the main and stay out of it. Burst pipe repair is a separate job, but both get the same urgency. West Park lies directly west and drains differently.
Boil Notices, Main Breaks and Hollywood-Supplied Water
Broward County bills Pembroke Park customers for water, sewer and stormwater on one bill. County service area records show the water is bought from the City of Hollywood, drawn from the Biscayne Aquifer and softened with lime. No hardness number appears in the reports we could read, so we will not quote one.
Boil notices have hit here before. A county notice for service area 3A and 3B/C ran from June 12 to June 15, 2013. On February 6, 2026 the Town isolated an 8-inch main near 2300 South Park Road, and notices went to about four connections and three hydrants on Park Road and SW 25th Street.
After a notice lifts, follow the utility's own instructions. Flushing taps and running the water heater through a cycle are common steps. In November 2023 a 48-inch pipe broke at the Southern Regional Wastewater Plant in Hollywood and customers here were asked to cut back on water use, while drinking water stayed available.
Permits Run Through the Town's Own Building Department
Pembroke Park has its own Building Department at Town Hall, 3150 SW 52nd Avenue, handling applications, plan review and inspections. Contractors must register with the Town. Ask there whether your job needs a permit before work starts.
A water heater swap counts as permitted work in Broward, with a replacement data form listing tank size, fuel, venting and efficiency. A rental unit adds one step, because the owner or manager has to approve the job. Call (954) 697-4920 and we will walk through what the office is likely to ask for. Our Davie notes cover the rural lots farther north.
Before We Arrive: Burst Pipe or Active Leak in Pembroke Park
Close the valve at the unit
Most mobile homes have a shutoff where the line comes up near the home, often under a skirting panel or by the water heater. In an apartment, check under the sink and behind the toilet first. If none closes, tell the manager.
Turn off power to wet areas
Flip the breaker for the room or the water heater. Do not stand in water to reach a panel, and keep extension cords off wet floors.
Get people and belongings off the floor
Lift furniture and bedding, and keep children and pets away from water that came from a drain. Soft flooring may hide a weak spot, so step carefully.
Call, then call the owner
Call (954) 697-4920 with your cross street and the name of the owner or park manager. Tell the manager at the same time, since we need someone to authorize the repair.

Frequently Asked Questions: Pembroke Park
Do you cover every ZIP code in Pembroke Park?
Yes, 33023, 33021 and 33009. USPS accepts Pembroke Park as a mailing name in 33023 and 33021, and 33023 is the primary ZIP we use for this page. ZIP 33023 also serves West Park, and 33009 lists Hallandale as its main city, so your mail may not say Pembroke Park. Give us the street address if you are near a border.
Is emergency service available in Pembroke Park?
It is. Someone answers every hour of the day, and the drive from Dania Beach is about 5 miles. Traffic on Pembroke Road or I-95 and weather move the clock, so we offer an estimate on the call rather than a fixed time. Call (954) 697-4920 and name the unit or lot.
I rent a mobile home and the water heater died. Can I call you?
Yes. Call and we will troubleshoot with you. The owner or park manager usually has to approve a replacement, so tell us who that is. If the heater is the park's equipment, they may arrange the repair themselves.
My park says a leak is mine. The park owner says it is theirs. Who is right?
We cannot settle that by phone. We can find where the water is escaping and tell you whether it is on the unit side or the shared line. The lease, the park rules and the Town's records decide who pays.
Can you handle several units at once for a property manager?
Yes. Send us the building address, the number of affected units and a contact who can approve work. For shared stacks we clear the line first and then run a camera to see why it blocked.
Should I use tap water after a boil notice?
Follow the notice from the utility or the Town. It tells you whether to boil, for how long and when it is lifted. After it lifts, flushing taps is a common step, and we can help if a fixture dripped or a water heater held old water.
